  Flashing Lights/Light Leaks like in this video without actual lights?!

  In this video as you can see for yourself there are a lot of flashing lights, light leaks and overall just A LOT of lights and fast cuts throughout the video. Can the flashing lights be achieved without actual flashing lights?

  I know about light leaks but thats not what Im really interested in. I`m interested in FAST, flashing/popping lights that fill up the background and also act like and to look as authentic to the video I posted as much as possible.

  I know what I`m asking is probably a lot but its worth a shot. Does anyone have/know any tuts about these super fast flashing lights done EXCLUSIVELY in post? Thanks a lot!
