I’ve got a set of vegas fonts that are actual photos, .jpg, and I want to animate them so that the bulbs flash and flicker. This animation is going to be for my myspace page. Would After Effects be the best program to use, or Flash? And what is the best way to do this, just use the Lens Flare? Any help would be appreciated. Thanks!

That isn’t quite what I was talking about. Let me explain better. INSIDE of the letters are little bulbs that I want light up from inside the letters, not from behind them. I have attached a pic of something similar. How would I animate those bulbs so that they intermittently flicker on and off. Thanks.
