October 9, 2012 at 4:40 amLooks like a flare doing 180 rotation on its Y axis. I havent used it for a while, but I think AE comes with a basic flare.
Or if you are in the market, here, in my opinion, is the best deal on flares around.

October 9, 2012 at 6:49 pmIf you do not have the budget for Optical Flares or Knoll Light Factory you can always find a stock image of a flare, cut it in PSD, import layer in AE, center the Anchor point to the center of the flare, animate rotation and size, use the Screen or Add transfer mode for the layer and you’ll get a decent looking effect. For a better result you can also use CC Light Rays – comes free with AE. Just apply it to the flare layer and animate.
