    We have some material that was filmed on a camera with a shutterspeed setting that was too fast. I need to add some more motionblur. Is this fixable at all?

    You can add artificial motion blur with the built-in CC Force Motion Blur, or with ReelSmart Motion Blur from RE:Vision Effects.

    timewarp comes free with AE. You can set its speed to 0 and just enable the shutter blur. It works similar to reelsmart motion blur using optical flow.
