Fixing “shortwave” quality
I have an old voice recording that was done over shortwave radio and I would like to make it sound a lot better so it can go under a video. Obviously I don’t expect it to be HD quality but it would be nice if I could get rid of the “shortwave sound” to it. If this is possible and anyone could point me in the right direction, that would be great.

I think that about the only thing you can do to improve this is to remove any noise that is present by using the “noise floor”. Part of the reason a shortwave signal sounds the way it does is that there is just enough quality there to fit within a small bandwidth, and still be understandable – the rest is missing. While you could try bringing the midrange down a bit, then kicking up the bottom end of the spectrum, what’s not there can’t be brought back. It’s really an issue of the microphone quality (or lack thereof) and the minimal bandwidth.
