Fixing Horizon with Express pro 4.6
Is there an Avid effect that will allow me to take a shot that has the horizon running down hill to left or right and allow me to fix it???

Sure – a picture in picture would do it. Just promote to 3d, rotate and zoom.
Your milage will vary depending on source material, resolution, etc.
