I want the import DV into AE, after converting it to progressive scan for highly critical process effects on it at the highest bit rate for color/luma.
Does AE ‘intelligently’ eliminate or minimize ‘combing’ in merging the two fields, or do I have no option but to deinterlece and use interpolation?

You need AE to deinterlace the fields if you want to prevent the dreaded combing effect for your non-interlaced output. You need to ensure that AE correctly interprets your DV footage as lower field. Interpreting fields will force AE to deinterlace the fields while setting it to lower field ordering will ensure that you are correctly interpreting the field ordering for DV footage.
