    Daniel,

    I’d create a PNG with a transparent background at 720×540 that has my border, then put it on the track above my video in FCP. Make sure the alpha is set to “straight” on the png in FCP, and the video should show through where the border isn’t. You could then “nest” those two tracks into a new sequence- then you can apply filters, transitions, etc. to the whole smash, border and all.
