    Use Scale, which is under the Motion tab in the Viewer.

    Note that scaling beyond 100% will cause a loss of resolution.

    Is it possible with less quality loss using another program such as Director, or After Effects?

    Try in FC setting “Motion Rendering: Best”.
    AE will do it better off course, but there are plugins for FC to help to resize without loosing much quality.
    You can try Motion too. It have a filter (Lanczlos) for resizing.
    I don’t think Director is the appropriate application to do this.
