    I’m working on a project where the film will be “interrupted” by something. What I would like to do is have the effect where the film slows to a stop, but you can see the “frames” go up the screen, just like if film was moving slowly. Any idea how to do this?

    Either the “offset” or “motion tile” effect should do, animating the center of the image within the effect. Hit F5 to bring up the effects & presets palette, and search there.

    Do you want it to burn as well? That would be a nice effect.
