Film over two streams
I have a film that is on two tapes which i have encoded.
The film is just under 2:30 long so it is going on a dual layer.
What is the best way in Encore to author this.
I have authored loads of films but always from one stream.
So far i have just created two timelines and used the ‘End action’ to go to the next stream, but if I ‘rewind’ once i am on the second stream it wont rewind back to the previous stream.
I also tried putting the films in the same timeline but although the video would go in the same video layer the audio would only go on to separate layers.
I have wasted a lot of DLdiscs. -

You must make the audio in one stream match the audio in the other stream. Then you will be able to put both streams in a single timeline and have the audio remain on a single track.
It wasn’t clear from your post if you are using elementary video and audio streams or if you are using muxed program streams (video and audio together in one file).
This case is one of the reasons that I recommend using elementary streams instead of muxed program streams. With elementary streams you could just replace the audio without re-encoding the video, too.

Yes they are elementary streams, I agree I never use programme streams for the same reason.
When you mean match audio, are you talking bit-rates? -
Did a bitrate convertion on both streams and it worked
