    Your best friend will be Transition>Radial Wipe with a duplicate number layer underneath that’s darker. Animation Transition Completion. A really nifty plugin.

    If you have Premiere, you can generate the countdown with options for the background colors, etc.

    Go to File > New > Universal counting leader and you can even pick the colors for Wipe, Line, Bkgnd, Target, Number.

    I have a nice, grainy, authentic leader-counter from a 16mm
    music video shoot, if you’d like it, courtesy of The Finishing
    School in Leeds’ telecine dept. It’ll be in 4:3/PAL/25fps.

    Alternatively, the one you exampled is Premiere Pro’s
    standard leader. It’s not great but preferable to Final Cut’s.
