Try the effect Right Below CC Film Burn, CC Glass, I think they work well together.

Correction.

Actually I remembered, what really jazzes up film burn is getting a little color on those burning edge with:

Roughen Edges-
Roughen Color
Edge Color-you choice, a nice yellow orange looks like burning acetate to me.
Border 20 or below (Right Click Value to Change Value, then Lower Slider Value- can go down to minimum)
Scale 20

So stack the Filters:

Film Burn
Roughen Color
Glass, and animate the Glass as it burns to get you bubbles.

thanks mike – thats similar to what I ended up using myself except I used caustics. then some roughen edges and a bit of 4colour gradient animation to get shifting colour values across the image 🙂
