Because when you are saving a Vegas project file, only
a small project file is saved, which stores only
information of your edits, video and audio files, location,
file names etc (as a reference) of all the files that are used in the project…
However on the other hand, if you want everything that is
involved in your project saved in one folder/location, simply tick
Copy Media with Project at the bottom of the Save As dialogue box
when saving your Project.
Then you will have everything saved the way you want it.
