    Hi
I have Particle Illusion 3 and Premier Pro 2. Is there any way I can get a fighter jet to fly over one of my scenes which consists of just a pan of open water?

    Not much info there Homers,

Te only think you can really do with Premiere is make use of keyed footage.

For anything else, you’ ll have to look at After Effects or even 3D Apps.

How could it be done on After Effects 6.5?

Buy some stock footage on http://www.Revostock.com and key it out with PPro or AE.

Do you have a friend that have a Video Toater??
Don’t know if this is what youre looking for but I recall that a Jet was one of the transitions of this piece of art.

depending upon the amount of realism you are going for, you can get a model from turbosquid, and use a free program like anim8or to create a 3d fly-by – if using it as a transition (ie, fast) it might be ok. If looking for realism, then as the others said, stock footage may be the way to go.
Give more details as to what you want and you will get more detailed answers.
