FFMPEG fields drop and dup

I was wondering about the meaning of drop and dup at the output of ffmpeg? What is their meaning?

“Drop” means it has dropped a frame during encoding.
“Dup” means it has duplicated a frame during encoding.

I undrestand that much, but I was wondering why the encoder drops or duplicates the frames. Is this related to the frames per second of the input and output files, to the processing capabilities, or to something third?
