We have a Rays Streaky filter which seems to be very similar to the Sapphire plug you point out.

Thanks for the reply.

The filter I am talking about produces horizontal or vertical streaks around highlights in the image. The Tiffen DFX set has the filter I am talking about as well. Here is an example from that set.
