Trash Prefs. If that doesn’t work, Reinstall Studio.

If you feel comfortable messing around in the terminal you could try running the file system check routine from UNIX.

Restart your computer. As soon as you press restart you need to press and hold apple+S (the apple key and the s key). You’ll see the grey startup screen for a moment, then you’ll see white text on a black screen. This is the UNIX shell. At the prompt type

    fsck -y

    press return

When I have the bouncing icon problem I’ve noticed that fsck usually reports that it’s found a few orphaned threads. When fsck has finished running it will probably state something to the effect that the file system has been changed. If that’s the case, run fsck -y again. Keep running it until the routine reports that the file system appears to be okay. To get back to OSX type

    reboot

    and press the return key.

A few weeks ago I had the same problem you mentioned, only none of my applications would start. The icons bounced for a minute or two then nothing.
I couldn’t start Tech Tool or any other repair utilities. Running fsck from UNIX was the only thing that saved my bacon.
