    HI. Preparing footage in FCP that will end-up as Flash footage on the internet. I’ll be supplying Quicks at 320×240 / H.264.
    My qusetion is this: Do I prepare the footage, in FCP, with NTSC appropriate Chrominance and Luminance values? Or is there some tweeking I should do to the footage now?

    Don’t worry about levels for internet. The files will be played in computers, so you got not “legal levels”. But you should think about the difference in gamma when playing a movie in a Mac because the monitors. Normally the movies look darker in PC and you should compate it. Have alook to the article of Graeme nattress in the lafcug web site. It got the information you need.
    I recommend you to de-interlace your film too before to compres it for the web or while compresing it. Small movies can not be interlaced (at least in QT).
