If you’re FTPing clips for broadcast then I imagine you got specs from the cable/Broadcaster for their requirements?

You shoould shoot, capture, edit in the highest settings IMO.
Export using “Current Settings”

With that file you can create whatever you need for whichever deliverable. Make sense?
