    I have a scene where snowflakes fall from the heavens. The camera zooms on a few flakes and follows them down through the sky. How can one create the illusion of the background passing upwards? A layer the size of the fall?

    You mention the camera is moving. You should then be able to place a large layer with a background in 3D behind the snowflakes. Depending on how far away you place it on the Z axis (away from the camera) it will move faster or slower. Turn on the motion blur and you’re done. Just make the layer big enough to suit the background.

    Not liking that idea, just stick a big 2D layer behind the snowflakes, turn on motion blur and animate it along the Y axis as you already mentioned.
