I looked into this issue and the most common solution was what you already mentioned:
Installing/reinstalling .net frameworks, reinstalling vegas pro.

The only alternative solution I found was to run command prompt as an administrator and enter the command:

    sfc /scannow

This command scans system files and repairs corrupted ones.
Note that it only works if you launch command prompt in administrator mode!

If no problems are found it will output something like this:

Windows Resource Protection did not find any integrity violations.

Note that the scan might take a while, not a super fast process.
If it output anything else after finishing you should restart your computer and then you can try opening vegas again.

    tried it

    no errors

what’s strange is that version 20 opens fine but version 21 wont

I tried looking up to see if 21 uses a specific or newer version of Framework that I might not have but couldn’t find any info on it

If I cant find any solution in the coming weeks Ill hit the vegas ppl up

    thx

Very strange. Really the only thing I can think of is to fully reinstall the net frameworks in that case and reinstalling vegas pro. The other potential solution I found was reinstalling windows, which seems a bit much just to launch vegas pro.
