  Expression to point layer position towards horizon line

  Hey there,
  I really have no idea how to accomplish this. I have a 2D layer and I want its anchor point to always keep the horizon line in its middle on the Y. Also, this would rotate the layer if the camera rotated the horizon line. Think of a jet planes HUD and vertical rotation. Any tips/scripts?
