I’d suggest a gradient wipe, using a different solid for the texture for the gradient wipe. What do you need to do after creating a solid is to add the fractal noise effect and then add a gradient ramp effect. You can set the gradient ramp’s transfer mode so that you see the noise from the fractal noise but it still retains a circular bright area. This will give you the circular expansion but with certain points appearing before others.

Good call on the fractal noise, and especially the gradient ramp! I was going to use fractal noise then animate a mask to get the expanding effect, but a gradient ramp is a great idea!

You can create the animation in a standard way like opening a map with a round mask, and place the CC ball action effect to make it look like in the video
