    If I have a sequence that is upper field first to match the source video settings and export it as lower first, will it cause flickering or it will be ok since premiere will interpret the footage as upper and than export it correctly as lower with no problems?

    In my experience, exporting to a different field order works fine every time.

    So it is as I thought. As long as the video is imported the right way and interpreted right on the timeline, i can export it any way. Any problem due to field order (flickering on movements etc…) will be due to broadcasters playout.
