    I can not seem to get a .swf file to play (it was made with AE CS3), (playing in dreamweaver CS3 and flash)
    It has a text layer and a fractal Noise layer.

    I tried making the .swf file with a text layer only and it worked fine, so then I tried making the .swf file with only the fractal noise layer and it didn’t work.

    Is there something I must do to the fractal noise layet before I export to .swf

    there has been mention of .swf export problems (i’m not sure of the specifics). but i think you could pre-comp the fractal noise layer, then pre-render that. go back to your main comp and the fractal noise layer should now be rendered footage. try exporting that comp.
