I pulled up the properties tab and mimicked the frame size/rate but when I bring it back into premiere to double check and make sure that the frame sizes are the same, the prores version is about 11 percent smaller.

I opened up the properties on the pro-res version and it matches the source for everything but codec, but there is a black border all the way around.

    Can anybody offer advice?

What program are you using for the R3D to ProRes conversion?

What us the resolution (width x height) of your footage? What is it when converted to ProRes?

Also, what is the resolution of the Premiere Pro timeline? Sounds like you may have picked a preset that isn’t quite matching your footage. This is common if you’re working in 4K HD vs 4K full frame, and so on.
