In Premiere? No. If you’re on Windows you can install Debug Mode Frame server. This will allow you to export a “dummy” avi file that you can then encode in a more flexible program like FFMPEG. This “dummy” file is the bridge between Premiere and another encoder.
If you’re on Mac, just export uncompressed and then use the Mac version of FFMPEG.
MPEG Streamclip may be the friendlier alternative to FFMPEG
