This may have been asked before but i couldn’t find it in the forums. Is there a method to create a series of evenly spaced key frames over a period of time. For example one every 15 frames for 30 seconds.

I’m not sure if there is – at least, I’ve never come across a method myself – but a quick way to do it would be to add a keyframe and then move forward the requisite number of frames using the shift+pg dn keys. One hit will take you 10 frames. Then add another keyframe. At some point you might want to copy all your existing keyframes and repaste them further on down the timeline to speed things up. If you have a slow-rendering composition, turn caps lock on while you work to stop preview rendering (well, unless you need to see what’s going on in the comp while you’re adding keyframes).
