This is more of a design question than a technical one.
The director wants a black text on a white background with a sound of breaking waves, and then to wipe the text with some invisible waves, or perhaps somehow by real waves crashing on a shore.
I am not sure how to proceed. Of course the director has only the vaguest notion of what to do.
    I would appreciate any suggestions.

You can easily fill the text with footage of waves and then animate a mask that follows the waves. Then turn off the wave video.
If you need the coarse edges of the waves. explore creating a binary image of the wave movie using Threshold or Colorama. Use the black and white movie as the matte source.
You can also use a the Write On effect in reverse using a brush that has some ratty edges.

Stay tuned, you’ll get some other suggstions over the next several hours. You’d do us a ll a huge favor by returning in a few days and telling us what you did and how you made out with your client.

Well, I thought I’d throw my 2 cents in the ring. I think you will want to use footage of real waves, but augment it with wave world and perhaps some fractal noise. I would use all these elements in conjunction as the input for a displacement map, a compound blur and perhaps a matte.

I hear your pain, man. It’s also not as easy as tracking shaky footage in After Effects.
I’ve decided to go with Wave World and Caustics, and a bit of clever masking combined with Mesh Warp, Scatter and a combination of blurs. I could not locate a footage of waves crashing to shore but it’s alright.
