    I think that you could accomplish this with time-remapping and Hold keyframes.

    To make each frame of the video look crisp like a photograph shot with a fast shutter—like in the example clip—you should shoot to get as little motion blur as possible, meaning a low shutter angle.

    For the sections where the characters appear to be separated from the background giving the appearance of a 3D scene you have to cut the characters out by rotoscoping or other means, then put them on separate layers and either scale or move them in 3D.
