Encoding over two hours in Premiere Pro/Encore 1.01

Looking for advice for the best encoding settings.
I have a two hour project in PAL. It’s captured via a Pinnacle Studio card, so I’ve assembled it in Premiere Pro. I’m now looking at encoding to single layer DVD using Premiere’s Adobe Media Encoder (which seems identical to Encore’s – hence why I’m asking here).
In the past, I’ve mainly used the maximum settings to produce 60 minute DVDs which clock in at 2.5 Gb.
The footage is mainly daylight, mainly heads and two shots although there is a lot of shots including a river – so rippling water. The video does have large-ish black bars top and bottom, so presumably I get to save a bit of encoding there. It’s also VHS quality, which will have added noise of course.
Is it simply a case of dropping down the minimum and maximum bit rates?
