Encoding Dolby 5.1.
Is there a way to encode a DVD 5.1 without purchasing the Dolby licence? Are there any DVD encoders out there which can do it?

The DVD spec allows for 5.1 in uncompressed WAV, the only limitation at that point is disc space.
FFMPEG should have an AC-3 encoder if you need to go Dolby.
