This is a warning to apply effects like Trapcode Particular, Trapcode Form, Optical Flare(with Source Type 3D), etc on a 2D Layer because they are designed to interact with Comp Camera Attributes.
For Example If you will apply Optical Flare on a 3D layer and then Move to Camera Position you will notice that it will behave as a 2D plane in 3D space and will not interact with the Comp Camera anymore.
Effects like Trapcode Particular Interact with Comp Lights when Shading in On.
Hope this may help you to understand why this warning appears while applying some effect on 2D Layers.
