Effects and Transitions cannot go to targeted track or edit

Does anyone ever have this issue? One of my editors sent me this message last night. I think that I had this issue years ago on an older version, but haven’t seen it in years.

“When I drag a transition or an effect on a layer, between a cut, It wouldn’t let me drop it. I had to drop it to the layer above to register on the target layer. For example, Say I wanted to put a transition on Track 2, If I drag it to the cut point on layer 2, between 2 clips, the icon would turn into the “circle with the line through it”, like the attachment, but if I drag it to the layer above, Track 3, it would then drop on the cut.”

We are using Premiere CC2018 on a Mac Pro (Late 2013) 32GB ram running El Capitan.
