This looks like a design matter and not a plugin/effect. You can animate that using shape layers that replicate the design.

Using Shapes and Gradients inside the shapes.

I’m not really sure, but the way you phrased this title makes me think you may not know about adjustment layers. If not, look into those, very useful. But ya, do it with shape layers.
