This might sound daft but why not spray paint a soccer ball (or similar) bright green and film it in front of a green screen with a garden hose supplying water from above. With careful chroma keying you might wind up with just a sheet of rain

Well Pete one thing about water it is transparent. And that will show the GREEN of the painted ball.
But, in any event, our friend here wanted to go purely digital and use Particle Illusion s/w. My extended points were that there needs to be a management of the expectations of the Editor with the s/w available. And yes, I did suggest going physical too.
