Effect Control’s panel missing.
Not sure how it happened but the effect control’s panel is missing for some reason. If anyone know how to get it back that be great!

Try clicking “Window” at the top next to “View” then select “effect controls” from the drop down menu.

Choose Window > Effect Controls.
You can also reset your workspace.

Are all of your other panels working normally and appear in the Window menu? A screenshot would be good.

Try right clicking on the layer you need the effect control and clicking “Open Effect Controls”
