What considerations do I need to make when editing 16×9 30p footage shot on a Canon XL-2? Are there specific things I should specify in my sequence settings, or do I use the same workflow as when I edit regular interlaced footage?

Your footage will still be digitized in 60i (29.97), but you can turn the sequence field dominance to none (instead of lower). That way any graphics/titles you make in FCP will render out with no field dominance (progressive) and the graphics will match the footage.

If I turn off field dominance, will I have problems displaying the video for broadcast? I was under the impression that NTSC video for broadcast is always interlaced, and that I get around that with 30p because 30p isn’t truly progressive, that in fact there is no such thing as truly progressive in the world of DV.

You’ll be fine. It’ll go down to tape at 60i, it’ll just look like 30p.
