    I am looking for a solution to dynamically generate a video file
    using AE, render engine, code, and watch folders.

    Example. I create a template using AE. I write some code making an interface to populate and update that template, without opening AE. Then a script to send it to a render engine.

    Does anyone have some insight?

    You can’t do it without opening After Effects.
    The After Effects project files are not XML based, so you can’t just run a script that would alter a projectfile in an intelligent way.
    A script could fire up After Effects, and by running an After Effects Extendscript a project could get altered, and save to the Render Engine watch folder.

    How are your applescript (watch any folder) & javascript (extendscript) skills ?
    (Or I guess VBscript on a PC to watch a folder ?)

    If you have some knowledge of these scripting languages and a day with the After Effects scripting guide, you should be able to do it.
