DVD plays back blurred motion

I have compiled a 30sec Video in FinalCutPro 6 . Using the motion tab to animate small graphics shapes (.psd, .tiff formats) rotating and moving through the screen. When I play back the sequence it plays perfectly sharp and smooth on the Precision Monitor ( I use the Black Magic Decklink Extreme Card looping a precision monitor through a Betacam SP VTR).
I exported the file using the settings below and burnt a DVD in DVDSP4. The DVD plays back with what I looks like a field order problem.
I have previously burnt a 47 minute documentary onto DVD from DVDSP4 using the same settings below. The docementary was purely video captured from a Betacam (Capture settings: Black Magic 8 bit ) in FCP6.
I exported and and burnt in DVDSP4 using the same settings below. The general video appeared okay, but areas of fast movements were pixalated.

Motion Est: BestDisc First Plays the 4:3 track which is the imported/encoded file from FCP 6
Any suggestion where the problem of blurred motion and what appears to be field order problem may be.
