  DVD hesitates during playback

  I’ve burned several DVD’s of the same sequence and they always hesitate in the same places when I play them back to test. Not sure if the settings on the burn are correct (progressive High Quality 7Mb; bitrate-192kbps) or its the player (panasonic blu-ray) or the DVD’s (verbatim). Any troubleshooting suggestions would be helpful.
