I’m creating a Quick Time Movie in Final Cut Pro to be put on DVD for PAL in Europe. What size, compression, frame-rate, etc. do I need to save my QT in Final Cut Pro to get the best results?

You need to use Apple’s Compressor or DVD studio pro or iDVD rather than Quicktime to get the best results. Simply choose one of the DVD PAL presets depending on the length of your piece.
FYI, PAL MPEG-2 is 720×576 at 25 fps, data rate between 1.5mbps and 8mbps. Audio: either PCM or AC-3
