DVD authoring program
can anyone suggest a DVD authoring program that can achieve this effect: https://i28.tinypic.com/2ymgfhv.gif, I’ve tried the auto-activate in encore and dvd architect.

None, DVD spec does not allow for that. You can set up auto-activate that will work on a DVD player with the remote control but with a computer and the mouse you will have to click to get a highlight to be active, no way around this.
