DVCPRO HD 1080p30 > DVD for festival submission.

I was handed a 15 min short for finishing – I added title cards, did the mixdown and tweaked a couple scenes and now its time for delivery.
attached is a grab of the sequence settings for this project (DVCPRO HD 1080p30 23.98fps 1280×1080.
The client has asked for the film to be put on DVD for film festival submissions and I am just curious if my workflow is correct.
I brought it into AE and fit into a DV 720×480 COMP and then when rendering set it to lower fields 29.97 – is this correct and will it look messed up on computers because of the added fields? I want to make sure the DVD looks great for both TV’s & computers.
Any help and advice would be greatly appreciated in that I have to have this completed this afternoon for fedex.

To explain a little further about my question I guess I am just wondering for this type of thing do I need to also submit a 23.98 720×480 or 486 letter boxed version that is progressive and not interlaced for people watching on computers or do I just assume the Lower fields 720×480 version i made will suffice?

DO NOT convert this to a 29.97 movie. Simple export the sequence with current settings as self contained movie from FCP. This will give you a 23.98p movie. Take this into compressor. Make the m2v as 24p, encoder set to CBR at 7.5 Mbps. (encode audio as ac3 stereo at .192 Mbps, take these into DVDSP make your DVD.

Keep the m2v setting as 16×9 and in DVDSP the video track should be set to 16:9 Letterbox, this will play full screen on 16:9 TVs and letterbox on 4:3 TVs, a DVD player does on the work for you.
The DVD player also handles the interlacing and pull down, don’t over complicate the project. Keep it progressive 23.98 and 16:9.
DVD is 720×480.

ok so the only time i would do this AE conversion is if it needed to go to SD broadcast? If I had to make it SD i would make it D1 lower fields for digi but since this is only for DVD that is why you are suggesting I keep it 16×9 & 23.98?
Also I am in compressor in the inspector and there are a lot of other options is there any way I can get you to be more specific on settings or show me a screen grab?

Also why CBR isn’t VBR best quality?

Your question was for DVD and that is what I’m answering. I downconvert with a Kona3 or IoHD on the fly for mastering. But for DVD you DO NOT want to do interlaced or change the frame rate.
VBR is to get better quality at LOWER bitrates. How can something that goes up and down give you a better encode than something that stays at 7.5 Mbps, it is a waste of time to use VBR and it will not look as good. There is also more chances of bitrate spiking with VBR vs. CBR. But you can always do a test.
