Is there a Software based encoder that fully conforms with DVB Standards for Transport Streams?
My conclusion so far is that there is no such software, can anyone confirm or counter this conclusion?

DVB is a transmission method but pretty well any software transcoder that fully supports MPEG-2 Main Profile at Main Level (MP@ML) will produce ‘compliant’ streams.

So far in the software encoders that I have used we are missing certain bits from the Transport Layer, such as the PSI (Payload Start Indicator), and a few others.

In which case you’ll probably need to look at adding something like the Manzanita Enhanced Multiplexer to your favorite transcoding package.

Rhozet’s new Carbon Coder 3 they announced at NAB also looks quite promising in its ATSC/DVB features. Integrated AC-3 encoder as well.
