DV to LTC
I have a client in Europe who is happy with the PAL MPEG-2 file I sent him to be broadcast, but is stating that he needs the TC to be LTC instead of DV so he can sync up the four separate audio channels (aiff). We capture everything in DV time source here and have never had an issue with TC both in going to tape or exports. Is there a way to change a file once in FCP from DV to LTC?

How exactly would LTC exist on a digital file? That’s timecode included on a part of an analog portion of a video tape. VITC is included in part of the video signal. I think TC on a media file is essentially neither. It’s just a part of the QT file or metadata or something like that.

As long as I know MPG2 do not support LTC neather VITC. LTC is a digital signal that get recorded in a longitudinal track (an audio track) and VITC is embed in the image. Each frame it got its own clock-time. This is uncompatible with a format that, as the MPG2, use GOPs instead of independient frames. If your client is happy with the MPG2 but he needs TC to sync the audios, I would sugest you to send the MPG2 as you do, and appart send the .aiff with a embed TC.
