Duplicate and offset layers
I don’t even know how to approach this. Is it possible to control the number of layers in a comp with an expression as well as the time the layer begins?

You can do that with scripting, but not expressions. Expressions can’t create layers or move anything around in the timeline. The best you can do with an expression would be to control the opacity, to turn a layer’s visibility on and off.
