Disconnect this… now do you get dropped frames? Uninstall the drivers…now?
I had a system where the producers wanted a station to be the online station AND ProTools station (audio engineer worked on the system at night). When I installed the Digitdesign MBOX Pro, my system didn’t function well at all. Didn’t like it. So, I uninstalled it. Installed a second hard drive, installed a fresh OS on that, then the ProTools and MBOX drivers on that, and booted to that drive when going to a ProTools mix. I even unplugged the unit from my system when I worked.
That might be your issue…incompatible hardware/software.

This too. Disconnect…then uninstall. See if things persist.
