Dropped Frames in FCP

Just a thought. Would I be better off converting the VHS tapes to Mini-DV, as well as outputting video in the timeline to Mini-DV via firewire and then start the new project with proper settings? Would converting via firewire to Mini-DV and then recapture via firewire show a loss of quality?
